Bihar Cloud

Department of Information Technology has set up a private cloud to provide better application hosting services to various Departments of Government of Bihar. It will help to optimize IT resources at the state data centre, which in turn will also help in enhancing citizen’s experience in terms of using different G2C online services.
Department of IT has nominated BELTRON Ltd. As the nodal agency for the execution of Bihar Private cloud. The actual implementation has been done by a Hyderabad based Software company namely M/s Mega soft Limited. Currently various services are offered through this infrastructure Example are Website Hosting, Application Hosting, Web portal Hosting , Domain name Registration, Database Hosting and Infrastructure as a services. (IaaS).
Compute capacity of cloud is based on the current infrastructural need of state Applications.

RAM size- 4200 GB
OS support – Microsoft, Linux and any open Source.
DB Support – Oracle, SQL,Ms sql and any open source.

e-District

e-District is one of the twenty seven Mission Mode Projects under National e Governance Plan (NeGP) with the DIT, GOI being the nodal ministry. This project aims at providing support to the basic administrative unit i.e. “District Administration” by undertaking backend computerization to enable electronic delivery of high volume citizen centric government services which would optimally leverage and utilize the three infrastructure pillars of State Wide Area Networks (SWAN), State Data Centers (SDC) and RTPS to deliver services to the citizen at his doorsteps.
The objectives of the e District Mission Mode Project are to ensure the following:
• Undertake backend computerization of District and Tehsil level offices to ensure electronic delivery of high volume citizen centric services at the district level.
• Efficient delivery of services with improved Service Levels by undertaking extensive Business Process Re-Engineering of identified services.
• Development of applications to be hosted at the State Data Centers for delivery of services.
• Delivery of all public services at District/ Sub District level in electronic form through State Portals by using the State Service Delivery Gateways.
• Providing easy, anywhere and anytime access to Government Services (both Information & Transactional) to ensure reliability, efficiency, transparency and accountability.
• Reducing number of visits of citizens to a Government office / department for availing the services and there by eliminating harassment.
• Reducing administrative burden and service fulfillment time & costs for the Government, Citizens & Businesses.
• Reducing direct interaction of citizen with the Government and encourage ‘e’- interaction and efficient communication through portal.
Beltron is the nodal agency to implement e-District in Bihar. The Information Technology Department is implementing this Project on the “Service Plus” Framework, developed by NIC.Service Plus is metadata based, configurable, open source based, web enabled service delivery & Grievance management software. This service delivery portal can be used by citizens to query, apply for, track and lodge grievance against a service and by government to configure any service.

e-Office

The e-Office Mission Mode Project is one of the Mission Mode Project under the National e-Governance Plan.The project aims to improve productivity, quality, resource management, turnaround time and increase transparency by replacing the old manual process with an electronic file system.
E-Office framework has been developed by NIC and DIT Bihar is the nodal department for e-Office implementation in Bihar. E-office has been implemented in 17 departments and 6 government PSU’s in government of Bihar successfully Since January 2016.
The e-office framework consists of following systems that can be used in any official working setup:-
  1. File Management system.
  2. Knowledge management system.
  3. Leave management system.
  4. Tour management system.
  5. Personal Information Management system.
  6. Collaboration and messaging Services.

BSWAN

The Government of India has approved the Scheme for establishing State Wide Area Networks (SWANs) across the country. Under this Scheme, technical and financial assistance were being provided to the States/UTs for establishing SWANs to connect all State/UT Headquarters up to the Block level in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. GOB has nominated BELTRON Ltd. (Registered Office-Patna) as the nodal agency for the implementation of SWAN in the state of Bihar. BELTRON Ltd. had awarded BSWAN project to M/s Tata Consultancy Services for supply, installation & commissioning of the BSWAN as per the scope of work and specification given in the BSWAN tender. The contract got over in March 2015.
Bihar State Wide Area Network Phase II which shall be called BSWAN 2.0 project envisages operation & Maintenance of Point of Presences (PoPs) across the state with 5 years of FMS support which will become hubs of future communication network in the state. The principal objective of the BSWAN 2.0 is to accelerate the growth and use of Information Technology by creating an infrastructure that is used to provide all connectivity and services not only to the Government but also to citizens, over a period of time, rapid narrowing of the digital divide and promoting all pervasive use of IT in all matters of the State. The network facilitates rollout of e-governance applications across all departments and would act as the vehicle for effective implementation of electronic-governance (e-Governance) across the State. In BSWAN 2.0 Solar Power has been recommended to overcome the existing challenges of power outage at Block Level.
All critical application projects including VATMIS, CTMIS, e-Procurement, e-District and others are now critically dependent on BSWAN for its performance. Apart from that several horizontal offices like Modernization of Prison Project connecting jails and courts through BSWAN backbone. All Bihar Government applications hosted in the State Data Centre will be connected through BSWAN 2.0 for faster and quicker access to government offices across the state.

MSDG

Mobile Service Delivery Gateway (MSDG) that is the core infrastructure for enabling the availability of public services in through mobile devices. MSDG provides different set of mobile based services to the backend departments and citizen. As MSDG is developed based on IIP/IIS (Interoperability Interface Protocol / Interoperability Interface Specifications) standards of government of India, it provides seamless integration with backend department. Backend departments will be connected to MSDG for mobile based services.
Mobile Seva aims to provide a one-stop solution to all the central and state Government departments and agencies across the nation for all their mobile service delivery needs. Previous year the usage was approx 12 crore which is now expected to cross over 40 crores. There are 45 various government offices currently using the service and the aim is to further expand it to various user departments. A centralized platform named Mobile Service Delivery Gateway (MSDG) has been created by DeitY. MSDG has been developed around open standards and cloud-based solutions and is a key implementation strategy under the framework for Mobile Governance that was notified by DeitY in February 2012.A total of 37,63,22,436 SMS has been sent till now from Bihar account, used by 45 various government departments/offices.
Mobile Seva aims to enable all integrating departments and agencies to provide their services on various mobile channels such as Short Message Services (SMS), Voice/ Integrated Voice Response System (IVRS) Unstructured Supplementary Services Data (USSD), and through mobile applications (m-apps). It also includes a mobile payment gateway.

Sec LAN

Sec LAN or Secretariat Local Area Network is a Local Area Network for all the Government office in and around Secretariat (SecLAN) and connectivity to State Data Centre (SDC) at Technology Bhawan, Bailey Road, Patna. It is used to extend the success of computerization for Government of Bihar (GoB). Sec LAN is providing the information and communication technology to drive improved efficiency and responsiveness in day to day administration of the Government. The SecLAN is an edge to accommodate increased collaborative applications. The SecLAN has connected from Technology Bhawan where the State Data Center and State WAN is located, to all the nine buildings (Old Secretariat, Vikas Bhawan, C.M. Secretariat, Technology Bhawan, Vishveswarya Bhawan, Sinchai Bhawan, Sochana Bhawan, Beltron Bhawan and Lalit Bhawan).

JANKARI CALL CENTRE

"JAANKARI" is a unique Bihar Government Initiative whereby ICT (Information, Communication and Technology) has been innovatively and effectively employed in making Right to Information Act more broad based and accessible to the common man by bridging the literacy and digital divide. It is a Facilitation Centre with phone in services, which helps people generate RTI applications and get information under the RTI Act.
The system has been designed in an “information at your doorstep” format whereby the hassles of physical movement by the common man have been removed. It works on the premium rate services of the BSNL - premium rate call number 155311 for RTI applications and 155310 as help line number on normal tariff have been allotted by the Department of Communication, Government of India.
JAANKARI was set up in January 2007 and has been running successfully generating applications under RTI for people all over Bihar. It was recently awarded as the Best E-Governance Initiative by the Government of India.
The Call Centre has two telephone numbers.
(i)Telephone No. 155310 - RTI Helpline with Normal Call charges For getting details about how to use RTI.
(ii)Telephone No. 155311- RTI Application Number is a premium number. for filling an RTI Application call charges Rs. 10/- As application fee in addition to normal call charges for the duration of the call.
